Boston, Mass. and Portland, Maine — GEI Consultants, Inc., one of the nation’s leading geotechnical, environmental and water resources engineering firms, announced today it has named Herbert C. Scribner as branch manager of its newly opened office in Portland, Maine. A Maine native, Mr. Scribner will manage an initial staff of four and grow GEI’s presence to eight to 10 in the next year. Mr. Scribner will focus on water resources, environmental investigation and remediation, and environmental management services for regional and national clients. A results-oriented civil engineer with extensive experience in the paper industry in the U.S. and Europe, Scribner brings both remediation and environmental management experience to GEI. A recognized team leader for complex environmental challenges, Scribner has a track record of delivering creative technical solutions and solid financial leadership while maintaining positive regulatory and public relations on behalf of his clients.Most recently, Scribner was a site closure manager for Parsons Technical Support where he managed the preparation of the site closure plan for a chemical depot in Indiana that manufactured, stored and neutralized two million pounds of nerve agent. Previously, he served as nuclear remediation project manager at Connecticut Yankee Atomic Power Facility. Scribner led the remediation team and generated creative concepts for re-use of portions of the Discharge Canal, reducing potential site closure costs by more than $10 million and demo project costs by $1.5 million. Under his leadership, a $1.35 million water treatment facility was licensed and operational in just three months. As the Forebay remediation project manager at Maine Yankee Atomic Power, Scribner saved Maine Yankee over $50 million for work initially contemplated by regulatory agencies and directed a team that removed, dried and shipped over 970 tons of low level nuclear contaminated waste to licensed disposal facilities. Prior to that, Scriber led a wastewater permitting team for a new $155 million, 750 mw gas-fired power generation facility in Londonderry, NH while national client manager at CH2M Hill. Under his direction, the client saved $1 million per year in operations costs. Scribner earned a B.S. in Civil/Environmental Engineering and pursued an M.S. in Civil/Environmental Engineering from the University of Maine. He is an active member of the Environmental Committee at the Maine Chamber of Commerce, the Technical Association of the Pulp and Paper Industry (TAPPI), and the Environmental Standards Advisory Group of the International Standards Organization (ISO).
