Stormwater Pollution Prevention Plans and Spill Prevention, Control and ...

GEI was retained by Valley Sand & Gravel Corp. (VS&G) to prepare a Stormwater Pollution Prevention Plans (SWPPP) and Spill, Prevention, and Countermeasure (SPCC) plan for its facility in North Haven, Connecticut.

VS&G is an earth product recycling and sales facility. The business operation contains two main components: 1) earth material recycling and processing for sale, and 2) purchasing of earth products for sale.

The earth recycling and processing involves acceptance of material from construction companies and it includes excess earth, concrete, masonry, and asphalt (e.g., clean fill). This material is stored on site and then processed by screening, crushing, and metals removal. The scrap metal is stored on site for a short time prior to delivery to a metals recycling facility.

The other aspect of the business is the purchase of earth and earth-related products for sale to contractors and the public from the site.

Buildings include a scale house structure and a building that contains the office and equipment maintenance area. Maintenance activities include work on equipment used at the facility (e.g., screens, crushers) and truck repair and maintenance on the vehicles used by the business.

Preparation of the plans included the following major tasks:

  • Preparation of an individual general permit registration for stormwater discharges
  • Development of a site map
  • Testing and evaluation of floor drain discharge locations
  • Testing for and evaluation of non-stormwater discharges
  • Preparing a summary of pollutant sources and risks
  • Development of site-specific best management practices (BMP)
  • Development of site-specific spill prevention, control and countermeasure procedures
  • Development of spill containment specifications and loading/unloading procedures
  • Preparation and certification of a written SWPPP and SPCC plan

After the plans were prepared, GEI provided training to site personnel regarding these plans and the applicable regulatory requirements.

GEI has also provided assistance regarding collection of stormwater samples and has been preparing the discharge monitoring reports that are submitted to CTDEP.
