Stormwater Pollution Prevention Plans at 16 ConnDOT Facilities

GEI has been retained by the Connecticut Department of Transportation (ConnDOT) as an on-call consultant since 1994 to provide general environmental consulting services at various ConnDOT facilities and transportation corridors.

Preparation of Stormwater Pollution Prevention Plans (SWPPPs) for 16 facilities was one task completed for ConnDOT under this contract. The facilities for which these plans were prepared included:

  • Vehicle repair and maintenance garages
  • Highway maintenance facilities
  • Bridge maintenance facilities
  • Sign maintenance and road painting facilities

Operations conducted at these facilities included salt storage, vehicle and equipment washing, vehicle and equipment repair, sand storage, cleaning of road painting equipment, vehicle and equipment storage, fuel storage and dispensing, heating fuel use and storage, scrap metal storage, treated wooden pole storage, regulated and hazardous waste storage, and many other related activities.

Preparation of the SWPPPs includes the following major tasks:

  • Preparation of individual general permit applications foreach site
  • Planning and organization with persons responsible for each site and ConnDOT Environmental Compliance personnel
  • Development of site maps
  • Testing and evaluation of floor drain discharge locations
  • Testing for and evaluation of non-stormwater discharges
  • Preparing a summary of pollutant sources and risks
  • Development of site-specific best management practices (BMP)
  • Preparation and certification of a written SWPPP for each site

A generic templated SWPPP was used for similar facilities to minimize the level of effort required to complete each SWPPP and to ensure development of plans with a consistent format and consistency among the various facilities regarding BMPs for similar activities.
