City of Norfolk Water Supply Dams

The City of Norfolk, Department of Utilities, owns four water supply dams. GEI performed dam safety evaluations addressing embankment slope stability and seepage stability; spillway and intake tower conditions and stabilities; and capacity to safely pass the Spillway Design Floods (SDFs).These analyses identified dam safety deficiencies ranging from inability to pass SDFs to inadequate embankment stabilities. Conceptual designs and construction cost estimates were developed for remediation of identified dam safety deficiencies. Remedial measures included modification of embankments for stability and filtered seepage collection to improve embankment stability, addition of emergency spillways or enlargement of existing spillways to allow safe passage of SDFs, and modification or replacement of structures identified as having major deficiencies.
