Water quality regulations are based on EPA guidance, but formalized at the state level. This can be through citizen commissions appointed by a governor or by legislative committees. Issues related to changes in these regulations such as new criteria, proposed site-specific standards, or changes in policy are approved through a formal process which includes stakeholder input, including industry, the public, and expert testimony—both written and oral.
