The City of Columbia, Missouri was proceeding with scheduled street improvement projects when it hit a serious snag: a manufactured gas plant (MGP) site, heavily contaminated with hazardous waste. GEI was retained by AmerenUE to conduct a multi-phase investigation of the site. We first needed to identify the risks posed by the hazardous waste present at the site. Then, we had to evaluate remedial alternatives to best expedite the site clean-up. Some of the remedial alternatives we evaluated included landfill disposal and thermal treatment or destruction. Our final recommended alternatives would include a combination of removal and off-site disposal, installation of a cutoff barrier, and institutional controls. Our restoration plans also included construction and inspection of subsurface utilities in the cleanup area. Once the EPA accepted our completed remedial action plan, we were able to get underway with the site reclamation and restoration. GEI was responsible for construction management of the project as well, including the direction of the removal of nearly 34,000 tons of contaminated soil. Our management responsibilities involved on-site inspection in order to ensure compliance with specifications; maintenance of records documenting removal activities; and preparation of as-built drawings as part of closure documentation. The cleanup was completed on schedule, allowing the city’s street and utility improvement projects to proceed. Now the City of Columbia has a new fire station on this former hazardous waste site. |
