GEI was retained by Consolidated Edison Company of New York, Inc, to manage the clean up of a former Manufactured Gas Plant (MGP) located within an existing public park in the Bronx, New York.
Our services included performing a series of environmental investigations on land and within the adjacent Bronx River, performing geotechnical investigations and laboratory and in situ testing, evaluating remedial alternatives, preparing a Remedial Action Work Plan, presenting the findings and the plan at public meetings, surveying the site and explorations, preparing construction documents (engineering plans and specifications) for the remedial action, and providing construction oversight services for the remediation.
The remedial investigation activities included performing test pits and test borings, and installing wells and piezometers to delineate potential MGP related impacts in subsurface soils. Sediment and water samples were also sampled in the adjacent Bronx River. GEI proposed a remedy for the site that included removal of impacted soil and deed restrictions to restore the park for use by the local community.
Geotechnical investigations were conducted and in situ and laboratory tests were performed to design an earth support structure and dewatering system and to prepare and soil management plan for impacted soil. The required excavation depths, requirements of the project stakeholders, and the adjacent expressway infrastructure and Bronx River presented unique challenges for preparing the remedial action design. GEI’s excavation support system design included the use of pre trenching and pre cuts for cantilevered and braced sheet piles to minimize construction costs.
Construction activities recently began and GEI is providing construction oversight. GEI’s on-site Construction Manager is responsible for ensuring that the contractor maintains compliance with the design specifications. GEI will be responsible for certification of the final remedy.
