Site Investigation, Remediation, and Property Transfer

GEI provided investigation, remediation, and licensed environmental professional (LEP) services to facilitate transfer of the United Illuminating Company's (UI) former electrical distribution service and training center.

The site consists of approximately 21 acres of land contained three buildings with a total size of approximately 50,000 square feet. The site contamination consisted primarily of PCB and petroleum hydrocarbons.

Phase I/II work was completed by the new owner’s consultant and included drilling of 235 borings, installation of 20 monitoring wells, digging or 32 test pits, and collection and analysis of soil and groundwater samples. GEI performed a Phase III investigation, which included collection and analysis of over 200 soil samples.

GEI prepared an Environmental Conditions Assessment Form that was submitted to CTDEP under its voluntary remediation program. CTDEP authorized an LEP to oversee investigation and remediation of the site. GEI, as the LEP, has overseen all remediation activities completed to date. GEI prepared a remedial action plan that was submitted to CTDEP and EPA. The copy submitted to EPA was notification under federal regulations of a self-implementing cleanup of PCB remediation waste; EPA approved the plan.

GEI remediated the site on a turnkey basis. GEI prepared plans and specifications to obtain bids from its remediation subcontractors. GEI oversaw all remediation activities and performed all required confirmation sampling to verify that remediation had been properly completed as required by CTDEP guidance and EPA’s PCB regulations in 40 CFR 761

Subpart O. Remediation work included the following:

  • Excavation and offsite disposal of over 4000 cubic yards of contaminated soil.
  • Importation, backfill and compaction of clean fill.
  • Installation of sheet piles and dewatering of excavations in two release areas to allow removal of all contaminated soils to meet remedial objectives.
  • Treatment of dewatering wastewaters in a fractionization tank to remove solids.
  • Discharged of dewatering wastewaters to the sanitary sewer. GEI obtained all necessary discharge permits and sampled the effluent for compliance with permit conditions.
