Join us for a breakfast meeting where our panel of experts will discuss strategies to effectively implement the recently enacted NJDEP Site Remediation Reform Act and the role of the LSRP. Panelists include: Irene Kropp, NJ DEP – Assistant Commissioner of Site Remediation and Waste Management for the New Jersey Department of Environmental Protection. Irene will be discussing how the NJDEP expects the LSRP will be communicating with them. She will also be discussing the issue of presumptive remedies versus alternative remedies. Kathi Stetser, Principal Geologist, Roux Associates – An LSRP for Roux Associates will discuss the anticipated role and responsibilities of the LSRP moving forward as well as what practitioners need to be thinking about right now. Kathi will also be addressing some of the revisions to the technical regulations and how they will impact current and future projects. Marty Judge, Esq. Flaster/Greenberg, PC – A former Deputy Attorney General for the State of New Jersey representing the New Jersey Department of Environmental Protection, Marty will speak about the new regulatory framework under the SRRA and possible issues and pitfalls facing LSRPs as well as the regulators. Sue Boyle, GEI Consultants, Inc - representing the Licensed Site Remediation Professional Association (LSRPA) – A senior environmental practice leader at GEI Consultants and a leader of the LSRPA Steering Committee. Sue will be discussing the requirements and expectations for the temporary LSRP applications and continuing education credits as well as the intended function of LSRPA as time progresses. Robin Kelliher, Willis Group Holdings – Senior Vice President of Willis, Robin will be discussing the potential liabilities and conflict that may be posed by the new regulation as well as professional coverage options. Moderator: Franklin J. Riesenburger, Esq., Flaster/Greenberg PC – Franklin J. Riesenburger chairs the environmental department at Flaster/Greenberg. He is a former adjunct professor of environmental law at The Richard Stockton College of New Jersey. SRRA Background: Implemented late last year, the Site Remediation Reform Act (“SRRA”), is one of the most sweeping reforms in the history of environmental law in New Jersey. Among other changes, the SRRA calls for changes to permitting procedures and cleanup timeframes. In addition, the SRRA provides for the establishment of a new position, called the “Licensed Site Remediation Professional” (LSRP). LSRPs are granted authority to “stand in the shoes of regulators” to direct the cleanup of contaminated sites. Explanation of the New Jersey law will be of interest to environmental professionals throughout the tri‐state area. |
