Water Transfers

GEI combines knowledge and experience in hydrology, engineering, law, and policy to provide the services needed to acquire, develop, and protect raw water supplies for agricultural, municipal, and environmental needs.

Services include the formulation of innovative water transfers, expert witness testimony and litigation, and hydrological analyses to support negotiations. These analyses include water demands, hydrology, river and reservoir operations, water temperature modeling, economic impacts, and conjunctive surface and groundwater operations. Under settlement agreements, GEI has supervised operations as a court-appointed watermaster for river systems and groundwater basins and prepared the required annual reports. The experience of GEI extends to the adjudication of surface and groundwater rights in both state and federal jurisdictions and has included federal reserved water rights, interstate compacts and decrees, and the facilitation of Indian water rights settlements.
