Francine Dunn

Vice President, Senior Environmental Project Manager

Francine Dunn manages and prepares environmental compliance documents to satisfy CEQA and/or NEPA requirements. In her 33 years of consulting, she has managed hundreds of CEQA and NEPA compliance documents for a variety of sectors, including land use/development (residential, commercial, industrial, recreational, public service, education, general and specific plans), linear (more than 8,000 miles), flood damage-risk reduction, water resources, energy, natural resources, military training and military base reuse, ski resort and transportation projects. She has focused on large complex multidisciplinary projects and programs ranging from $100,000 to $28 million. In addition to numerous development EIRs and EISs, Francine has managed dozens of NEPA compliance documents for the U.S. Army Corps of Engineers (USACE), Sacramento District, U.S. Departments of the Army and Air Force, California State Military Department, various military installations, U.S. Bureau of Land Management, U.S. Forest Service and National Telecommunications and Information Administration. She has managed plan-to-completion route siting and feasibility studies, environmental compliance, permitting and construction mitigation and monitoring for more than 7,000 miles of communications cable in the western United States.

Francine developed the CEQA and permitting strategies for the Central Valley Independent Network (CVIN), Williams Communications and AT&T’s California fiber optic network projects and completed disposal and reuse EISs on two military base reuse projects: the former Fort Ord and McClellan. For USACE Sacramento District Regulatory Section, Francine’s EIS’ were used as the template EISs for all USACE EIS’. She has also instructed other professionals in CEQA training for the Association of Environmental Professionals.
