Robert Fill, CCM

Senior Construction Manager

Robert Fill is a certified construction manager with more than 40 years of industry experience. His qualifications include management and supervision of a wide variety of public works and private construction projects, such as hydroelectric power plants, pumping plants, pipelines, reservoirs, dams, tunnels, aqueducts, levees, control structures, highways, roadways and buildings. He is experienced in both heavy civil and building construction of various types and sizes.

Robert is knowledgeable in project management, construction scheduling, cost estimating, surveying, materials testing, contract administration, change order negotiation, dispute resolution and claims management. Prior to joining GEI, his experience with the California Department of Water Resources’ Division of Engineering included work on major projects/programs such as Pyramid Powerplant, Alamo Powerplant, Pearblossom Pumping Plant Enlargement, Mojave Siphon Powerplant, the Coastal Branch Phase II, the East Branch Extension Phases I and II, the South Bay Aqueduct Enlargement and the Emergency Levee Erosion Repairs (ordered in 2006 by then Governor Arnold Schwarzenegger under an Emergency Declaration).

In addition to his qualifications as a successful construction manager, negotiator and facilitator, Robert’s experience also includes providing expert support and testimony to help resolve current and outstanding potential and formal public works construction claims. Robert strives to bring a fair, impartial and neutral perspective to the alternative dispute resolution (ADR) process.

Robert earned a Bachelor of Science degree in Engineering (Construction Management) from California State University Sacramento.
