Thomas Keller, P.E., G.E.

Vice President/Senior Project Manager

Thomas Keller is a registered professional civil and geotechnical engineer, with extensive experience in geotechnical engineering. Much of his experience is related to water resources projects such as dams and water conveyance facilities. Since joining GEI in 1976, Mr. Keller has managed hundreds of water resource projects involving permitting, planning, analysis, design, construction and operations. These projects have included over 50 dam investigations in Southern California.

Thomas managed GEI’s owners’ engineer services to the San Diego County Water Authority to help bring their $1.5 billion Emergency & Carryover Storage Project to fruition. In 2017, this project received ASCE’s Outstanding Civil Engineering Achievement (OCEA) Award, which annually honors a project that best illustrates superior civil engineering ability while making a significant contribution to the profession and society.

Thomas earned Bachelor and Master of Science degrees in Civil Engineering from the University of Illinois in Urbana/Champaign, where he received Bronze Tablet honors.

Tom Keller and GEI were key project leaders throughout all phases for the OCEA award winning Emergency and Carryover Storage Project. Tom knew how to find and bring key technical experts from multiple disciplines into the project both from within GEI and other firms. GEI's and especially Tom's keen ability to work with and help lead a multidisciplinary team were key to formulating a project alternative and producing the technical, environmental, financial and permitting documents that resulted in the successful execution of a multiyear project which could successfully incorporate opportunities such as pumped storage and increased reservoir capacity. The qualities that I admire most about Tom are (1) his ability to anticipate project needs and have answers and plans ready to consider and (2) his unflappable attitude to just find solutions when we encountered problems.
