Eric Htain
Senior Environmental ScientistEric Htain is a senior environmental scientist and project manager with over 17 years of experience in environmental consulting. Mr. Htain’s expertise is primarily in biological surveys, regulatory permitting and environmental project management. His field experience includes conducting general biological surveys and focused surveys for rare, threatened and endangered plant and wildlife species, conducting wetland delineations pursuant to U.S. Army Corps of Engineers standards and monitoring construction activities for regulatory compliance. He specializes in obtaining Clean Water Act (CWA) section 404 permits from the U.S. Army Corps of Engineers, CWA Section 401 certifications from the State Water Resources Control Board and Regional Water Quality Control Boards, Streambed Alteration Agreements from the California Department of Fish and Wildlife, Biological Opinions from the U.S. Fish and Wildlife Service and National Marine Fisheries Service, and encroachment permits from the Central Valley Flood Protection Board. In addition, Mr. Htain has led teams in regulatory compliance oversight and monitoring of construction activities. Mr. Htain has led the regulatory permitting efforts for a number of complex multi-disciplinary projects, including large, multi-phase flood control projects, small and large area restoration projects, telecommunication and linear utility projects, and infrastructure projects.
Eric has a B.A. in Environmental Analysis and Design from the University of California Irvine.
