Jody Fessler
Senior Environmental Project ManagerJody is a senior environmental project manager and environmental scientist with 24 years of experience in environmental consulting and agency work. Jody’s clients have encompassed various government agencies, including the California Public Utilities Commission (CPUC), California Department of Fish and Wildlife (CDFW), California State Parks, Sacramento Municipal Utility District (SMUD), Sonoma-Marin Area Rail Transit (SMART), counties, and other municipalities and local utilities, as well as private industry.
Jody leads and manages teams that conduct environmental assessments and review of projects under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) and prepares supporting technical studies and environmental documents (IS/MNDs/EAs and EIRs/EISs). She works closely with clients and their engineers to design projects and create mitigation strategies that will avoid and minimize impacts to the environment. She also oversees the preparation of resource agency permit applications and has prepared permits on behalf of CDFW (Streambed Alteration Agreements [1600s] and Incidental Take Permits [ITPs]).
Jody also manages mitigation, monitoring, and reporting programs for lead agencies, which includes preconstruction compliance review of all mitigation measure requirements as well as agency conditions of approval, as applicable, and environmental and biological monitoring during construction. She also oversees biological and cultural field surveys and studies, including wetland delineations.
Jody has a M.S. in Environmental Management from the University of San Francisco and a B.A. in Environmental Studies and a B.A. in Latin American and Latino Studies from the University of California at Santa Cruz.
