John K. Woodling, P.G., C.HG., C.E.G

Senior Consultant

John is a seasoned water resources professional with over 35 years of experience. He specializes in water resource planning and management, groundwater management, advocacy, organizational management and development, and collaborative problem solving. John manages the Sacramento Branch, GEI’s largest office, providing a full range of planning, environmental, design, and construction management services to clients. John previously spent 11 years leading two joint power agencies in the Sacramento Area. As Executive Director of the Sacramento Groundwater Authority (SGA) he oversaw the management of the groundwater resources underlying northern Sacramento County. At the Regional Water Authority, he helped 21 municipal water suppliers collaborate on a variety of programs to integrate their efforts to provide water to the region’s two million people.

John spent nine years at the California Department of Water Resources (DWR), managing DWR’s groundwater programs and overseeing the creation of the state’s Integrated Regional Water Management Program. He began his career focused on the investigation and remediation of soil and groundwater contamination at hazardous waste sites throughout California, while working for the Central Valley Regional Water Quality Control Board, California Department of Toxic Substances Control, and U.S. Army Corps of Engineers (USACE).

John is a licensed Professional Geologist, a Certified Engineering Geologist, and a Certified Hydrogeologist in California. He earned his B.S. in Geology from Whittier College and his M.S. in Hydrogeology from the University of California, Davis.
