Lucy HarringtonSenior Regulatory Specialist & Project Manager
Lucy is a Senior Regulatory Specialist in GEI’s Denver, CO office. Lucy has 18 years of experience in permitting, restoration, and regulatory compliance throughout Colorado and the Western United States in both the public and private sectors. This includes overseeing federally-funded restoration projects, issuing biological opinions and Habitat Conservation Plans (HCPs) under the Endangered Species Act, and implementing wetland and species mitigation. In her various roles, Lucy has developed and approved Mitigation Banking Instruments, assessed restoration designs, issued and obtained numerous permits, and participated in land acquisition negotiations.
Lucy is focused on building positive and durable relationships with various stakeholders and regulatory staff such as the U.S Army Corps of Engineers, U.S. Fish and Wildlife Service, Colorado Parks and Wildlife, and Colorado Department of Public Health and Environment. She has led water rights negotiations with senior water rights holders, the Colorado State Engineers office and local division engineer’s office in support of restoration programs. Lucy consistently strives to make regulatory compliance fit within conservation planning efforts to ensure project and environmental goals are achieved in an efficient and collaborative manner.
Lucy has a B.S. in Wildlife Biology and a B.A. in Spanish Literature & Language from Colorado State University.
