Lucy Harrington
Senior Regulatory Specialist & Project ManagerLucy is a Senior Regulatory Specialist in GEI’s Denver, CO office. She has 19 years of experience in permitting, restoration, and regulatory compliance throughout Colorado and the Western United States in both the public and private sectors. This includes overseeing federally-funded restoration projects, developing biological opinions and Habitat Conservation Plans (HCPs) under the Endangered Species Act, and implementing wetland mitigation to comply with Clean Water Act regulations under mitigation banking, In-Lieu Fee (ILF), and Permittee Responsible Mitigation (PRM) programs. In her various roles, Lucy has developed and approved Mitigation Banking Instruments, assessed restoration designs, issued and obtained numerous permits, and participated in land acquisition, conservation easement, and water right negotiations.
Lucy is focused on building positive and durable relationships with various stakeholders and regulatory staff, bridging the gap between oversight organizations and private and public sector entities to find pragmatic solutions. Lucy consistently strives to make regulatory compliance dovetail with project planning to allow for client and environmental goals to be achieved in an efficient and collaborative manner.
Lucy has a B.S. in Wildlife Biology and a B.A. in Spanish Literature & Language from Colorado State University.
