GEI Consultants Hires R. Scott Foster, P.E. as a Senior Consultant in Glendale Office

SACRAMENTO, Calif.—February 27, 2015—GEI Consultants, Inc., one of the nation’s leading geotechnical, environmental, water resources, and ecological science and engineering firms, is pleased to announce that R. Scott Foster, P.E., has joined the company as a Senior Consultant working out of its Glendale office.

Mr. Foster has over 26 years of experience in the hydraulic modeling and analysis of pipeline surges and transients in both gravity and pressure potable water, recycled water, wastewater, reverse osmosis, and microfiltration pipeline systems, as well as forensic analyses, field testing, expert testimony and value engineering services. He is a civil engineer registered 10 states, including: California, Arizona, Colorado, Georgia, Hawaii, Nevada, Oregon, Texas, Utah, and Washington.

Prior to joining GEI, Mr. Foster was a Principal Engineer and COO of Flow Science Incorporated in Pasadina, California, where he was responsible for the hydraulic and transient analysis practice. While at Flow Science, he was the Project Manager/Project Engineer responsible for the hydraulic modeling and pressure surge analysis for over 700 systems.  He has been responsible for modeling and analysis of much of the Metropolitan Water District of Southern California’s water distribution system including: Diamond Valley Lake/Inland Feeder, Lake Perris Bypass Pump Station and Bypass Facility, Allen McCulloch Pipeline/OC-88 Pump Station, Etiwand Control Facility, and Greg Avenue PCS and Power Plant, to name a few.   He also perfomed the pressure surge analysis for the Contra Costa Water District Los Vaqueros Conveyance System to deliver high quality Sacramento-San Joaquin Delta water for use by the District; the Water Distribution System and Las Posas Wellfield for the Calleguas Municipal Water District; and the Water Transmission System for the City and County of San Francisco.

Mr. Foster earned a Bachelor of Science degree in Civil Engineering from Lehigh University. He is currently a member of the American Society of Civil Engineers (ASCE) and American Water Works Association (AWWA). He has also been a frequent speaker at several ASCE Pipelines conferences and conducted numerous presentations to private and governmental agencies on waterhammer and pressure surges throughout the western US.
