Lucy Harrington has joined GEI’s Denver, CO office as a Senior Regulatory Specialist

Lucy brings 18 years of experience in permitting, restoration, and regulatory compliance throughout Colorado and the Western United States in both the public and private sectors. She has overseen federally funded restoration projects, managed the development and implementation of wetland and species mitigation, and issued and obtained a variety of permits related to water infrastructure, transportation, residential development, and energy transmission.
“Lucy brings the skillset and enthusiasm to help expand GEI’s environmental permitting and regulatory capabilities,” says Lee Bergstedt, Vice President and Rocky Mountain Branch Manager at GEI. “Lucy has a proven track record of establishing strong and unique client relationships with water districts, utilities, and municipalities. She is a tremendous addition to the GEI Team.”
Lucy has successfully led large- scale restoration efforts in five states that improve habitat for federally listed threatened and endangered species such as the southwestern willow flycatcher, the California red-legged frog, and the Preble’s meadow jumping mouse. Additionally, she has led wetland restoration efforts implemented under the Farm Bill, the Clean Water Act, the Endangered Species Act and various state regulations as both a federal and private sector employee.
“My goal is to make regulatory compliance fit within conservation planning efforts,” says Lucy. “This ensures project and environmental goals are achieved in an efficient and collaborative manner for GEI’s clients and for vital ecosystems.”
Throughout her career, Lucy has built positive and durable relationships with various stakeholders and regulatory staff, such as the U.S Army Corps of Engineers, U.S. Fish and Wildlife Service, Colorado Parks and Wildlife, and the Colorado Department of Public Health and Environment.
Lucy earned her B.S. in Wildlife Biology and B.A. in Spanish Literature and Language from Colorado State University.
