Jesse Morrill-Winter
Senior Risk Consultant and Consequences SpecialistJesse is a Senior Risk Consultant and Consequences Specialist focused on helping clients deliver thoughtful improvements to their infrastructure and communities. He is adept at large-scale risk management projects including complex dam safety initiatives, levee safety, coastal resilience, and risk mitigation efforts for riverine and coastal flooding.
Jesse joined GEI after 17 years with the U.S. Army Corps of Engineers, where he led many efforts related to understanding potential consequences from flooding and assessing disaster risk. He has been involved in supporting dam safety, levee safety, flood risk management, and coastal storm risk management initiatives. Jesse has spent most of his career trying to understand what factors lead to people being exposed to life threatening hazards and how to mitigate the potential impacts to human life and safety. While at USACE, he was on the team that developed the consequences method used in LifeSim, including fatality rates, stability criteria relationships and evacuation logic. Recently, Jesse has worked on evaluating consequences for non-water hazards, including tailings storage facilities and debris flow scenarios.
