Peter Kavounas

Peter Kavounas is a senior civil engineer with expertise in the areas of water utility management, water rights, and groundwater management. He was the City of Glendale’s (CA) Water Utility General Manager, and his experience includes retail water system planning, engineering, water quality control, operations, maintenance, and financing.

Peter was the General Manager of the Chino Basin Watermaster where he was a strategic voice in implementing a groundwater management program, guiding technical studies, and supporting legal efforts for one of the largest adjudicated groundwater basins in California.

In addition, Peter was an elected member of the Santa Clarita Valley Water Agency Board for 15 years, where he served in various leadership roles.
With more than 40 years of experience in organizational leadership and management, Peter has a thorough understanding of groundwater management and retail water utilities in both the municipal sector as well as special districts.
