Stacie Carter, P.E.

Technical Manager | Lead Water Resources Engineer

Stacie Carter is a Technical Manager and Lead Water Resources Engineer with more than 25 years of experience specializing in multi-dimensional hydrodynamic and water quality modeling for complex estuarine and Delta systems. She has developed deep expertise applying the RMA Bay-Delta model to evaluate large-scale system changes, including tidal marsh restoration, levee failures, operable gate structures, and drought response measures.

Prior to joining GEI, Stacie built her career at Resource Management Associates, where she supported numerous high-profile planning, restoration, and risk management studies throughout the Sacramento–San Joaquin Delta and San Francisco Bay. Her work has informed major regional efforts related to salinity management, flood risk, emergency response planning, and ecosystem restoration. She has served as technical lead and project manager on studies supporting state agencies, water districts, and environmental organizations, often under complex regulatory and time-sensitive conditions.

Stacie is widely recognized for her ability to translate detailed numerical modeling results into actionable insights for decision-makers addressing Delta-wide challenges.
