Senior Water Resources Engineer

Tom Evans, P.E., Ph.D., BC.WRE, is a Senior Water Resources Engineer with more than 30 years of experience developing and applying hydrologic modeling, data management, and decision-support systems for real-time water operations and planning. He specializes in integrating hydrologic and meteorologic models with operational data systems to support forecasting, reservoir operations, and flood risk management.

Prior to joining GEI, Dr. Evans spent more than two decades at the U.S. Army Corps of Engineers Hydrologic Engineering Center, where he was a founding developer of the Corps Water Management System (CWMS) and led the Water Management Systems Division. He has extensive experience developing spatial data tools, GIS pre- and post-processing utilities, and grid-based data libraries supporting HEC-HMS, HEC-RAS, and HEC-DSS platforms. He later supported development of interoperable water and environmental modeling systems internationally before joining Resource Management Associates in 2020.

Dr. Evans continues to lead complex modeling and software integration efforts for federal and state water agencies, bringing deep operational insight and technical rigor to decision-support applications.
