Water Resources Professional David Romano Joins GEI

BUFFALO, New York, July 30, 2025 – David Romano has joined GEI Consultants in New York as Senior Professional. David is a program and project manager with more than 25 years of experience directing complex infrastructure, environmental remediation, and civil works programs in both the public and private sectors.

“David shares GEI’s passion for helping communities implement water-related infrastructure projects that address the growing need for coastal resiliency,” says Rick Frappa, P.G., Branch Manager and Senior Consultant at GEI. “His deep knowledge of regulatory, geotechnical, and procurement processes positions us to deliver projects with greater speed, precision, and confidence.”

David is a certified Project Management Professional with expertise in building partnerships and teams to deliver quality services, on time and within budget. His leadership with the U.S. Army Corps of Engineers (USACE) Buffalo District, combined with his extensive work across the Northeast and Upper Midwest, brings a blend of technical expertise, strategic insight, and operational excellence.

David earned a Bachelor of Arts degree in Environmental Science from the State University of New York at Plattsburgh with a minor in Criminal Justice. He is the recipient of multiple achievement medals from the U.S. Army Corps of Engineers, including the North Atlantic Treaty Organization Medal, Department of Defense Civilian Service Medal, Civilian Combat Service Pin, and the Bronze DeFleury Medal.
