GEI Consultant Hires Jack Byers, P.E., as Senior Water Resource Engineer in Denver

DENVER, Co.—November 5, 2015— GEI Consultants, Inc., one of the nation’s leading geotechnical, environmental, water resources, and ecological science and engineering firms, announced today Jack Byers, P.E., has joined the firm as a Senior Water Resources Engineer in its Denver, CO office. Mr. Byers has more than thirty-five years of experience in water resource engineering, dam safety and security, levee safety, project and organizational leadership.

Mr. Byers has experience supervising the design and construction of concrete and embankment dams, canal structures, and security protective measures. He has over 12 years of dam security experience including identifying vulnerability and threats, risk management, emergency management, and physical infrastructure security evaluation. A member of both State and federal critical infrastructure security policy and program teams, he has been active in the development of training and implementation of emergency action and recovery plans, active shooter programs; managed Bureau of Indian Affairs (BIA) dam physical security programs and provided training to state and private dam safety engineers and emergency managers. He has been a member of the Department of Homeland Security Dam Sector Security Council, Government Coordinating Council, Local State and Tribal Security Council where he assisted in the preparation of dam and levee security guidance and training manuals.

Prior to joining GEI, Mr. Byers was the President of this own company, Byers Group, project experience includes: dam safety services, risk assessment, project management, dam design and rehabilitation services, infrastructure security evaluations, and technical oversight and quality assurance/quality control on the investigation and design and rehabilitation of embankment dams. During this time, he also served as a Dam Safety and Security Officer, Chief of Dam Safety, Security and Emergency Management for the Bureau of Indian Affairs, and a National Dam Practice Leader at a large national consulting firm prior to that.

Over the past two decades, Mr. Byers has served on national policy boards on water issues in the areas of dam and levee safety and security, dam construction, hydrography, and water right administration. He has served as a Colorado representative and Dam Security Advisor for Association of State Dam Safety Officials (ASDSO), a member of the Homeland Security Dams Sector Coordinating Committee (DHS), and a member of the Colorado Water Congress, among several other professional associations.

Mr. Byers has published many technical papers on dam safety and ground stabilization since 1985. He received both his Bachelor of Science and Masters of Science in civil engineering from Kansas State University.
