GEI to Provide Construction Management Services for Lake Wohlford Dam

June 25, 2024

City of Escondido’s project will provide safe, reliable water and restore full recreation use

CARLSBAD, California, June 25, 2024 – The City of Escondido has selected GEI Consultants to provide Construction Management (CM) services for the city’s Lake Wohlford Dam Replacement Project. GEI will manage the construction of this new roller-compacted concrete dam with a team of CM experts, who bring decades of experience required to manage this large, complex, and essential dam replacement.

Located 6.5 miles northeast of Escondido, the Lake Wohlford Dam is used for flood control, municipal water supply, recreation, freshwater habitat, and wildlife habitat. But a 2007 seismic analysis found that the upper portion of the dam embankment was seismically unsafe. As a result, the reservoir storage has since been limited to just 40 percent capacity. This dam replacement project will allow the city to restore the lake to its full level, increasing water storage capacity and expanding the lake’s surface area for recreational users.

As Construction Managers, GEI’s experts will use their extensive experience to manage delivery of the project, including controlling cost, quality, risk, and schedule. GEI will proactively work with the city, contractor, project designer, California Department of Water Resources, Division of Safety of Dams (DSOD), environmental compliance team, the surrounding community, and other key stakeholders to deliver a successful project.

“With our combined decades of experience, local presence, and lessons learned delivering similar projects, we understand the city’s needs as well as the importance of meeting the intent of the dam’s design and how to construct it,” says Jerry Reed, GEI’s principal-in-charge for the Wohlford project. “We look forward to working with the contractor, designer, the DSOD, and other stakeholders to deliver this important project for the city and their residents.”

“The City of Escondido is pleased to have GEI and their experienced team managing construction of one of our most important projects,” says Randy Manns, Utilities Construction Project Manager for the City of Escondido. “Once complete, the new dam will ensure safe and reliable water supply for City of Escondido residents as well as return full recreation use to the region.”
