Webb Winston joins GEI as Vice President

Winston brings technical background in energy pipelines, geotechnical analysis, and complex trenchless execution.

HOUSTON, Texas, July 15, 2026 – Webb Winston, P.E., has joined GEI Consultants in Houston as Vice President and Senior Practice Leader of Energy, Pipelines, and Trenchless Engineering. Webb is a Professional Engineer with two decades of leadership experience and deep technical expertise in trenchless pipeline delivery and large-scale natural gas pipeline infrastructure.

Most recently, Webb spent 14 years as Principal Engineer and Trenchless Subject Matter Expert for a major U.S. energy infrastructure company that owns and operates more than 30,000 miles of pipelines and handles approximately 30% of the natural gas in the United States.

“Webb represents another important step in GEI’s growing commitment to the energy industry,” says Ben Sawa, Chief Development Officer at GEI. “Working alongside our recently merged partners at the PERC team, he will help expand the firm’s pipeline and energy infrastructure capabilities while creating new opportunities for clients across the midstream, utility, and industrial sectors.”

Webb is a nationally-recognized trenchless expert known for guiding enterprise strategy, risk governance, and delivery of complex trenchless projects including horizontal directional drilling, direct steerable pipe thrusting, microtunneling, and other programs. He has performed large-scale projects across 31 U.S. states as well as internationally.

Webb holds a Bachelor of Science in Civil Engineering from the University of Arkansas, a Master of Science in Construction Management and Technology from Arizona State University and a Graduate Certificate in Underground Construction and Tunnel Engineering from the Colorado School of Mines.

He is a registered professional engineer in five states and has published papers within ASCE and NASTT. Most recently, Webb led a team within the Pipeline Research Council International (PRCI) to update and re-write the HDD Engineering Design Guide and, in 2025, he captured the Southern Gas Association (SGA) Engineering Innovation Award and the Pipeliners Association of Houston Project of the Year award.
