Risk management and consequences expert Jesse Morrill-Winter, joins GEI
August 20, 2025Nationally-recognized professional specializes in disaster risk management.
PORTLAND, Maine, Aug. 18, 2025 – Jesse Morrill-Winter has joined GEI Consultants in Portland as Senior Risk Consultant and Consequences Specialist. Jesse is adept at managing and leading the technical analysis for large-scale risk management projects, including complex dam safety initiatives, levee safety, coastal resilience, and risk mitigation efforts for riverine and coastal flooding.
“Jesse brings a passion and curiosity to the science around flood risk management, coastal storm risk management, dam safety, levee safety, and consequences assessment,” says Troy Naperala, Senior Vice President of Water Resources at GEI. “He has a deep understanding of the consequences associated with disasters, and his expertise will help GEI continue to deliver the highest level of scientific and engineering analysis in the dam safety and risk management arenas.”
Jesse joins GEI after 17 years with the U.S. Army Corps of Engineers, where he led many efforts to understand potential community consequences from flood disasters and risk management. He spent most of his career analyzing what factors expose people to life threatening hazards and how to mitigate the potential impacts to human life and safety.

We’ve developed a unique, risk-informed decision-making approach that identifies cost-effective, high-value solutions that mitigate the risk-driving factors for mining operations and TSFs. Jesse earned a Graduate Risk Management Certificate from Notre Dame of Maryland University and a Bachelor of Science degree in Economics from Suffolk University. He was chosen as the Dennis Mileti Consequences Specialist of the Year Award Recipient in 2023 from the U.S. Army Corps of Engineers Risk Management Center. Jesse also received the Mapping, Modeling and Consequences Production Center Award in 2015 for delivering the Dam Breach Workshop to the National Water and Sanitation Agency in Brazil.
