Gary Olvera

Senior Construction Manager

Gary has over 39 years of experience in the construction industry; 10 years as a self-employed construction contractor, and 29 years of hands-on experience in the water industry providing construction management and inspection management on heavy civil infrastructure projects for the San Diego County Water Authority. Gary has managed all aspects of construction management leading professional engineers, construction managers, construction inspectors and in-plant factory inspectors in the construction and inspection of roller compacted concrete (RCC) dams, water main pipelines up to 108-inches, tunnel construction, reline of steel pipelines, pump stations, hydroelectric facilities, flow control facilities, and tank reservoirs.

Gary has extensive experience in developing, coaching, and mentoring staff in construction management, and quality control. His focus includes constructability reviews of plans and specifications, developing budgets for construction management, negotiating change orders, construction and inspection techniques, reviewing construction schedules, cost estimate reviews and contractor claim avoidance.

Gary is a Certified Construction Manager and truly enjoys all aspects of constructing heavy civil water infrastructure projects for the benefit of all.
