Jeff Smyth
Senior Program ManagerJeff Smyth, P.E., is on the California Program Management Practice team in the West and is focused on helping clients deliver capital improvement programs with a specialty in large infrastructure inclusive of dams, large diameter pipelines, pump stations, and treatment facilities. He has more than 30 years of experience in engineering including project management, planning, designing, and construction management for water, wastewater, and power resource projects.
Jeff recently retired from public service following a 23-year career at the East Orange County Water District (EOCWD) and Irvine Ranch Water District (IRWD). During his time at IRWD, he worked in operations and engineering and designed and constructed millions of dollars of public infrastructure. For the past six years, as EOCWD’s District Engineer, Jeff was responsible for risk management, development services, and oversight of their large and complex capital improvement program and projects. Jeff has a diverse skillset that spans projects in domestic water production, treatment, storage, and distribution, wastewater collection and treatment, vertical infrastructure, corrosion protection, emergency management, and nuclear power.
