Raymond “Ray” Contreras

Construction Manager

Ray has more than 12 years of experience in civil engineering, specializing in Capital Improvement Program (CIP) projects. He has worked with both municipal and wholesale water agencies, bringing valuable owner’s perspective experience in project administration and construction management. Ray has served in various roles, including Program Manager, Project Manager, Construction Manager, Inspector, and Associate Engineer, where he successfully managed all phases of CIP projects from initial planning to construction and project closeout/warranty phases. His expertise spans a wide range of projects, including water/wastewater pipelines, reline of large steel pipelines, parks, roadways, and various facility infrastructure projects, demonstrating his ability to manage projects of varying sizes and types.

Ray has also managed on-call/as-needed contracts, leading teams of inspectors, geotechnical engineers, and resident engineers to ensure projects were completed efficiently and on time. He has collaborated closely with federal, state, and county-wide agencies to ensure funding and regional goals were met, further enhancing his ability to navigate complex project requirements. He excels in conducting constructability reviews of plans and specifications, negotiating change orders, claim resolution, and ensuring compliance with regulatory standards. Ray’s deep understanding of public agency operations brings a high level of technical expertise that enables him to anticipate client needs and deliver tailored solutions.
