Regulatory expert Kyle Olcott joins GEI
September 4, 2025Olcott brings nationwide experience in federal regulatory strategy.
PORTLAND, Oregon, Sept. 4, 2025 – Kyle Olcott has joined GEI Consultants as a Federal Energy Regulatory Commission (FERC) Specialist. Kyle brings nearly 15 years of experience including a decade working for federal and state government agencies. He specializes in hydropower and dam regulation, including FERC licensing, state water quality certifications and permits, and fishway prescriptions.
“Kyle has seen FERC licensing from the inside – as a FERC employee. He will help us serve our clients by ensuring that the technical reports and license applications we file are finely tuned to meet FERC’s needs,” says Ginger Gillin, C.F.P., Vice President at GEI. “Kyle has a background in California projects as well as experience in New England, which will broaden our ability to provide regulatory strategy and guidance for clients nationwide.”
Kyle’s broad expertise includes human dimensions of natural resources, outdoor recreation planning, land use, aesthetics, water quality, and fish passage. In addition, Kyle has extensive experience drafting official documents with a focus on defensibility. He has a proven track record of effective collaboration with a range of interested parties to creatively solve complex and contentious issues.

Kyle holds a Master of Science in Recreation, Parks, and Tourism Resources from West Virginia University.
