Capital Improvement Program Manager Ray Contreras Joins GEI
February 13, 2025Ray brings expertise in construction management.
CARLSBAD, California, Feb. 13, 2025 – Raymond “Ray” Contreras has joined GEI Consultants as a Construction Manager. Ray brings more than 12 years of specialized work in Capital Improvement Program (CIP) projects. He has worked with both municipal and wholesale water agencies, specializing in project administration and construction management.
“Ray brings diverse capital improvement project and construction management experience, from serving a full-service city to a wholesale water agency,” said Gary Olvera, CCM, Senior Construction Manager at GEI. “Ray’s deep understanding of public agency operations offers a high level of technical expertise, enabling him to anticipate client needs and deliver tailored solutions.”
Ray’s proficiency spans a wide range of projects, including water/wastewater pipelines, relining of large steel pipelines, parks, roadways, and various facility infrastructure projects. He has also managed on-call/as-needed contracts, leading teams of inspectors, geotechnical engineers, and resident engineers to ensure projects were completed efficiently and on time.
“I was drawn to GEI because of the opportunity to collaborate with GEI’s renowned personnel and industry experts across the company,” says Ray. “I hope to play a key role in expanding our construction management practice in the San Diego region.”
Ray holds a Bachelor of Science degree in Civil Engineering from California State University, Long Beach. He is a Certified Construction Manager through the Construction Management Association of America.
